The Iranian regime uses the non-governmental organization Astan-e Quds Razavi (AQR) to recruit terrorists, find Westerners willing to spy on their country and pay for its fundamentalist agenda, largely because it has no kind of monitoring or financial audit, according to the National Council of Resistance of Iran (NCRI).
