Two of the victims – Hossein Roshan and Mohsen Kounani – were hanged on charges related to moharebeh (“enmity against God”), a common charge for prisoners of conscience, while the other two – Mohammad Reza Ghanbari and Hamid Sheikhi – were hanged on murder charges.

However, it’s important to note that under the clerical regime’s laws, murder is not categorized according to degrees, which means that there is no leniency for manslaughter, victims of domestic abuse, killing in self-defense or in defence of a third person.

Also on Wednesday, a man was executed in public in Rasht for killing a security agent, with the gruesome images of his execution broadcast in state media

On Tuesday, 24-year-old Razgar Zandi was executed in Sanandaj Prison for killing a man during a group fight.

The Regime will sentence any murderer to death, regardless of their motives, while letting the murderers in the Regime roam free. This includes the security agents that gun down unarmed (usually ethnic minority) porters and the mullahs who participated in the 1988 massacre of political prisoners, mostly members and supporters of the People’s Mojahedin Organization of Iran (PMOI, Mujahedin-e Khalq or MEK).

In related news, the Regime executed at least 12 prisoners, including two women, on September 24 and 25. These executions were not announced by any state media outlet in Iran.

The unidentified woman hanged on September 25 in Gohardasht Prison was accused of murdering her husband. An eyewitness said she was taken for her execution, which took place alongside seven men, from either Shahr-e Ray (Qarchak) or Kachouii Prison.

On September 26, Leila Zarafshan was executed in the Central Prison of Sanandaj.

Taking these two into account, 96 women have been executed during the presidency of supposed moderate Hassan Rouhani. Eight of these were executed in just over three months; compared with nine women in 2016, ten women in 2017, and 6 women in 2018.

Human rights organizations have long raised their concerns about the rate of executions and human rights violations in Iran; citing 3,800 executions since Rouhani took office in 2013.

The Iranian regime holds the dubious record for most executions per capita and is the top executor of juvenile offenders in the world. They have been censure by the United Nations Human Rights Council 65 times.
