Iran: Suspending or Cancelling the Sanctions?

Sanctions on Iran and the fate of the JCPOA

This question about the future of Iran’s 2015 nuclear agreement with world powers which is known as the Joint Comprehensive Plan of Action (JCPOA) is rightful because both sides of the negotiations are speaking about a “constructive” negotiation, but then they announced that the main barriers are still in place and there was not any agreement about them.

Every diplomat who left the building of the negotiations on April 20, 2021, has used the term “constructive.” But this term differs conceptually, objectively, and practically with the term “wrapping up and final result.”

After the second round of meeting, the board of each country, especially the two main countries, the United States and Iran, took the final result to their capitals, Washington and Tehran to map the future of the flow of the negotiations.

And it has become clear that there are many barriers in front of both countries to continue the negotiations pull out a fast and easy result.

But the delegations of the negotiating countries had not reached their capitals when Press TV, Iran’s English language state TV, broadcasted a report which did not match with the term “constructive.”

It reported, “The US agenda is merely suspending sanctions, not their complete abolition, and if some sanctions, the United States plans to extend them at 120-day and 180-day intervals.”

It added: “The United States does not intend to cancel the sanctions at one time and intends to cancel some sanctions in a long time and in several stages. [Also] the United States has agreed solely with a one-week interval for Fact-checking, in which several transactions are implemented symbolic. However, a 3 to 6 months Fact-checking, which was apparently proposed by Iran, has been not accepted.”

Press TV announced that the United States wants to stop the violation of the JCPOA’s cases by Iran and the full return of Iran to the JCPOA in this way, with the limited and timely suspension of some sanctions and return of the United States to the JCPOA.

The question which is raised here is what are the benefits of such an action for the United States?

This policy gives the opportunity to the United States, to trigger the ‘dispute resolution mechanism’ in a case of Iran’s violations of the context of the JCPOA, which are now mostly violated by Iran.

Then Abbas Araghchi, who is currently the political deputy at Iran’s ministry of Foreign Affairs, in a hasty and angry reaction to Press TV report in a tweet stated: “I don’t know who the “informed source” of Press TV in Vienna is, but s/he is certainly not “informed”.”

But it seems that the states of this regime’s TV are not as wrong as he is angry about it, as he three days before this reaction in a tweet said that “After days of intensive talks, it appears that we are now on the right track. But difficult way to go.”

“…Difficult way to go”, is anything else except “constructive.”

Press TV attacked him contrary and said its tweet: “Instead of questioning the credibility of Press TV’s news sources, Mr. Araqchi should have explicitly stated which of the information provided by Press TV news sources was distorted. We look forward to hearing from him.”

Despite the regime’s claims, Press TV reported that, “An informed source has told Press TV that Iran does not accept the sequential lifting of sanctions in the ongoing talks on the revival of 2015 #nucleardeal and the bans must be removed altogether.” But the reality is that they’re accepting this trend.

And Iran’s negotiating conveys that it is acting fully on the orders of the supreme leader Ali Khamenei and has no free will by itself. And the fight between this state TV belonging to the principlists and the so-called reformist government is just the outer aspect.

Mikhail Ulyanov, the Russian delegate to the talks, said on Twitter that, “Practical solutions are still far away.” Which of course that there is not any ‘constructive’ negotiation, from the view side of Iran.

And the US national security adviser Jake Sullivan stamped this reality and said on Fox News that “a new understanding” was emerging from the talks, focusing on “compliance for compliance,” which are contrary to the regime’s strong showing position.

On April 22, 2021 the Iranian state-run daily Kayhan wrote about the government’s illusions about the negotiations: “The creation of a chain media propaganda, along with government officials’ statements about the Vienna talks, not only has nothing to do with reality, but also strongly reflects electoral behavior. They pretend that there is going to be an economic conquest in Vienna. The statements of Biden government officials are exactly the opposite of what the system wants.

“At present, instead of using the term step-by-step, another term called ‘arrangements’ is used, and it is said that we are negotiating practical arrangements that are the same as the step-by-step negotiations.”
