NCRI Condemns Tehran’s Terrorism, Calling EU to Act

NCRI representatives and experts highlight the Iranian regime's involvement in terror attack, calling EU to adopt firm policy against Tehran.

“The Iranian regime’s ongoing terrorism initiative in Europe should be condemned by the international community and the European Union, at least for its own security, should adopt a firm policy vis-à-vis Iran’s regime as the world’s leading state sponsor of terrorism,” Behzad Naziri, member of the National Council of Resistance of Iran (NCRI) Foreign Affairs Commission said.

In this respect, the NCRI hosted an online conference, shedding light on the Iranian regime’s terrorism on European soil, particularly the foiled bomb plot targeted the Iranian opposition “Free Iran” gathering in 2018.

At the time, in a joint anti-terrorism mission, European law enforcement identified and arrested a senior Iranian diplomat Assadollah Assadi. The detention of an agent on duty visibly showed the highest level of Iranian officials is behind the plot.

Later, the NCRI exposed that the terror attack was blueprinted in Iran’s Supreme National Security Council led by President Hassan Rouhani and approved by the Supreme Leader Ali Khamenei. The Foreign Ministry presided by Mohammad Javad Zarif provided logistic support and the Revolutionary Guards (IRGC)’s Quds Force under Qassem Soleimani’s command was obligated to carry out the bomb attack.

On November 27, Assadi’s trail will launch in Belgium. In a webinar, the NCRI representatives and legal experts shared their knowledge and experience regarding the case. They called EU leaders to adopt a policy based on firmness and decisiveness, including shutting down the Iranian regime’s embassies and expelling so-called diplomats from European soil.

Maryam Rajavi: The High-ranking Iranian Officials’ Involvement in Terrorism

The event’s keynote speaker, the NCRI President-elect Maryam Rajavi, emphasized on the role of Iranian officials at the attack. “The Ministry of Intelligence &the IRGC must be designated as terrorist entities. The MOIS and Quds Force agents must be tried, brought to justice, and expelled, and the regime’s embassies and so-called religious and cultural centers shut down. These are indispensable to the security of Europe,” she said.

“Khamenei, Rouhani, Zarif, and Alavi, the regime’s intelligence minister made the decision for the bombing of Villepinte, Paris, and the operation was implemented only afterward,” Rajavi added.

“These measures are indispensable to ensure the security of Europe, and especially the security of Iranian refugees and dissidents. This will bring about the friendship and support of the Iranian people,” Rajavi explained.

Farzin Hashemi: Terror Attack Blueprinted in Tehran

As the webinar’s moderator, Farzin Hashemi, member of the NCRI Foreign Affairs Commission, underscored that the terror attack was ordered by the highest-ranking officials of the Iranian regime.

Assadollah Assadi, Iran’s diplomat-terrorist on trial in Belgium for his role in a bomb plot targeting the 2018 “Free Iran” conference held by the NCRI back in 2018, from the very beginning tried to raise Vienna Conventions to escape prosecution. This terrorist plot was ordered and blueprinted in Tehran at the highest level of Iranian regime leadership, including the Foreign Ministry and the Ministry of Intelligence and Security (MOIS),” Hashemi said.

William Bourdon: We Know Tehran’s Direct Implication in the Crime

Renowned lawyer of human rights and international criminal law William Bourdon explained why the foiled attack was unprecedented. “This is an unprecedented trial for two reasons. The bomb plot could have been devastating. Also, we know that the direct implication of the Iranian state in this disgusting crime is now established,” he said.

Rik Vanreusel: Tehran’s Secret Agent Tried to Invoke Geneva Conventions

Rik Vanreusel, criminal law lawyer, pointed out to the Iranian diplomat’s attempt to invoke the Geneva Conventions. “It is a bit surprising that the secret agent is trying to invoke the Geneva Conventions. You cannot pretend to be a diplomat when you are caught trying to bomb a civilian population,” he said.

Christophe Marchand: It Was One of the Most Important Terrorism Cases in the 21st Century

Christophe Marchand, lawyer of international criminal law, described the foiled terror attack as one of the most important terrorism cases in the 21st century. “This is an attack on democracy, on human rights. The fact that the victims attacked in this case, the NCRI, have been the target of systematic attacks by the regime, and have failed, the Iranian regime has had no other response but to use terrorism to harm the opposition,” he said.

John Sano: MOIS Operates Worldwide, Using Official Diplomatic and Channels

“Assadi spent a lot of time in Iraq targeting the MEK and U.S. forces. He personally delivered explosives to two other operatives in the Paris case. There should be more international outrage toward this crime. Assadi had the audacity to threaten authorities. It is indicative of how brutal the MOIS can be,” John Sano, Adjunct Professor, The Institute of World Politics; Former Deputy Director of CIA said.

“The MOIS operates worldwide and uses different methods, through official diplomatic channels and other covers. The MOIS sees their only goal as protecting the regime. In terms of how the MOIS operates, it is a terrorist organization. They are only beholden to the supreme leader. The Revolutionary Guards (IRGC) Quds Force are required to report to the MOIS,” he added.

Giulio Terzi: Assadi Is Not an Exception, He Is the Normality

“Terrorism is in all regime embassies. It is unprecedented for a sovereign state, a UN member, to use its diplomatic apparatus to develop terrorist activities. The case reveals volumes about the nature of the Iranian theocracy. We cannot wait any longer to implement a strategy of maximum pressure against this regime of assassins. The regime must understand that it will pay a heavy price,” former Italian Foreign Minister Giulio Terzi said.

“We all recognize that while all defendants are equal, all crimes are not. There is a crime against the individual, and then there are crimes against the society itself… This was an attack not simply on us as individuals, but on European democracy, western values,” U.S. Senator Robert Torricelli explained.

“It is incumbent on all of us to stand up against terrorism. If we seek to appease those who commit these crimes, we would only encourage more attacks, more crimes, and we will be complicit in these crimes. This attempt was part of an orchestrated campaign directed at the highest levels of the regime. This continues today,” said Robert Joseph, former Undersecretary of State for Arms Control and International Security.

Claude Moniquet: There Are No Rogue Elements in Iran’s Regime

“The decision to resort to terrorism is carried out by the regime’s Supreme National Security Council, where there are key centers of power, including the supreme leader, the president, the speaker of parliament, and the IRGC commander. All of these people are concerned when terror is used as a political tool,” said Claude Moniquet, former French intelligence officer.

Mohammad Mohaddessin: MEK’s Role in Iran Protests Was the Main Reason for Plot

“In December 2017-January 2018, there was a very extensive uprising across Iran. After the uprising, Khamenei and other officials pointed to the MEK as the main source of this uprising and promised to take revenge. First, they plotted a bombing attack in Albania in a celebration that included Madam Rajavi and foreign dignitaries. When this plot failed, they initiated plan B in Villepinte, Paris. The main target in the second plot was also Mrs. Rajavi. The Iranian regime was targeting Madam Rajavi because its main plan to neutralize the uprisings was to attack the main opposition,” said Mohammad Mohaddessin, Chair of the NCRI Foreign Affairs Committee.

Struan Stevenson: Assadi Violated Each of the Core Principles of Diplomacy

“Diplomats enjoy special privileges. Assadi violated each of the core principles of diplomacy. He’s a known undercover agent of the Iranian regime’s intelligence service. It is clear Assadi could have only acted under orders from the highest leaders of the regime. The terrorists must face European justice. But this trial must also establish the patrons of this crime. They should be indicted,” said Struan Stevenson, former MEP from Scotland.

Tahar Boumedra: Iranian Authorities See the MEK as the Most Serious Threat

“Based on my experience, I came to the conclusion that Iranian authorities consider the MEK as the most serious threat to the regime, and hence they see the need to exterminate them… Two basic tenants characterize the regime. First, the establishment of the IRGC. Second, the export of its ideology. We have already seen what the regime can do in the 1988 massacre. The regime is striving to obtain nuclear bombs,” said Tahar Boumedra, former senior UN official in Iraq.

Abolghassem Rezai: Demonization and Terrorism Are Two Sides of the Same Coin for the Regime

“In this specific case, the MOIS wanted to pursue both plans at the same time. While they were trying to carry out this terror attack, two known agents of the regime were busy interviewing and spreading false news against the MEK,” said Abolghassem Rezai, senior NCRI member.

In this case, the regime tried to lay the blame for the attack on the Iranian opposition. European states must define their relationship with the regime based on its terrorist nature, not the appeasement policy,” he added.
