A Month of State‑Sanctioned Bloodshed

November 2025 has been declared the bloodiest month in Iran in 37 years, with 335 executions recorded across prisons nationwide, according to the National Council of Resistance of Iran (NCRI).
Among the victims were seven women, and two prisoners were hanged in public, reflecting the regime’s continued reliance on medieval brutality to instill fear.

The November total marks a dramatic and unprecedented surge:

  • More than double the 155 executions in November 2024
  • Nearly triple the 115 recorded in 2023
  • Six times the 57 executions in 2022
  • Eleven times the 30 executions in 2021

Human rights organizations warn that this explosion in executions reflects a deliberate policy shift by the regime to intensify repression amid worsening economic collapse, rising protests, and broadening social unrest. They argue that the regime’s strategy of mass killing has not suppressed dissent and may instead fuel greater public anger.

Meanwhile, the international response remains weak. Despite the scale of atrocities, the European Union and the United States have failed to refer Iran’s human rights dossier to the UN Security Council, leaving global reactions largely symbolic and confined to statements on paper.

An Execution Every 90 Minutes: December Begins With 44 Killings in Three Days

The bloodshed did not stop with the end of November. In the first three days of December (December 1–3), at least 44 prisoners were executed, equivalent to one execution every 90 minutes.

Reports indicate that more names will be released pending verification.

December 3: 13 Executions Across Iran

Thirteen prisoners were executed on Wednesday, December 3, in at least nine cities:

  • Bam: Keyvan Shah Bakhsh, 29
  • Semnan: Iman Mortazaei, 39, and Abufeiz Davoudi
  • Mashhad: Hessam Norouzi and a female prisoner
  • Ghezel Hesar Prison: Amir Emami and two unnamed prisoners
  • Kangan: One prisoner
  • Gorgan: Ali Kalhor
  • Rasht: Mehdi Javanmardi, 38
  • Sabzevar: Pirvali Sha’bani
  • Bandar Abbas: Yousef Jamshidi (Mehrabi), 22

December 2: 20 Executions, Including a Public Hanging

Twenty prisoners were hanged on Tuesday, December 2, including one public execution in Semnan.

Victims include:

  • Behbahan: Mohammad Jafar Alinia
  • Nowshahr: Ebrahim Kalagar
  • Qom: Abbas Mozaffarzadeh, 27
  • Esfarayen: Soltan Morad Nasiri
  • Yazd: Mahmoud Abdollahi, Jalal Khorshidi, Ali Nirang, and one additional prisoner
  • Qazvin: A prisoner named Pourheidari
  • Semnan: Mahmoud Nouri, Hossein Shafizadeh, Gholamreza Bahrami
  • Isfahan: Seven prisoners — Shahab Mokhtari; Abdullah Brahui, 39 (a Baluch compatriot); Mehrdad Espid, 38; Shamal Mohammad Rashid; Arsalan Hossein Ali; Abolfazl Ghaderzadeh; and Meysam Panahi, 37

Persian reports confirm the same execution numbers and cities, including the public hanging in Semnan.

December 1: 11 Executions Nationwide

Eleven prisoners were executed on Monday, December 1:

  • Taybad: Seyed Ali Hajipour
  • Shahrekord: Javad Souri
  • Ahvaz: Tayyeb Minayi
  • Qom: Nourkhoda Akrami
  • Tabriz: Two prisoners
  • Bandar Abbas: Parsa Abdi and one other prisoner
  • Dorud: Hossein Zamani
  • Borujerd: Sepehr Goodarzi
  • Mahabad: Ebrahim Tabrizi

November 30: Additional Executions Before Month’s End

On Sunday, November 30, early December reports confirm the execution of:

  • Bukan: Yashar Sadeghi
  • Kerman: Mansour Jalali
  • Zahedan: Parviz Rigi, 30 (a Baluch compatriot)

These were recorded alongside three executions previously noted in Persian reports from Bukan, Kerman, and Zahedan.

A Regime Using Execution as Governance

Human rights organizations say the desperation of the Iranian regime is evident: mass executions are being used as a tool of governance, fear, and intimidation.

In the concluding words of one NCRI report:

“The ruling religious fascism in Iran is futilely trying to prevent uprisings and revolts through bloodshed and killing. This rampant bloodshed only intensifies the rage of the enchained people.”

The report calls for the international community to finally move beyond statements:

“This regime of execution and terror must be ostracized globally. The supreme leader and other ringleaders must be prosecuted for 46 years of crimes against humanity and genocide.”
